Pricing and Negotiating Commercial Item Contracts: Government-to-Industry & Business-to-Business Perspectives” is a one-day NES that Provides hands-on experience in how commercial item contracts are priced and negotiated. Participants will work in buyer and seller teams (either government-to-industry or business-to-business perspectives) to perform the following tasks:

  • Analyze a request for proposal (RFP) for a portfolio of commercial items/services
  • Apply the requirements of FAR Part 12, as applicable
  • Identify specific performance and cost risks
  • Consider value-based pricing
  • Use price analysis techniques to develop a proposal
  • Negotiate specific terms and conditions

 

 

Attendees will receive a copy of the Pricing & Negotiating Commercial Item Contracts workbook.

Speaker: Matthew A. Pavlak, Director of Contracts, AbleVets LLC

Mr. Matthew A. Pavlak is presently the Director of Contracts for AbleVets LLC a SDVOSB in Chantilly, Virginia. Previously, Matt served as the Director of Contracts of a professional services and management consulting Small Business 8(a) specializing in advanced business analytics and information systems solutions in Arlington, Virginia. Before transitioning to the contracts industry, Matt served as a federal government contracts litigation attorney. Matt received his law degree from The George Washington University Law School, and his undergraduate degree in Political Science (focusing on advanced political theory and power) from Northwestern University in Evanston, Illinois.

 

Matt focuses on supporting federal government contractors with the Small Business to Large Business transition from a regulatory, compliance, and corporate risk mitigation standpoint. Matt has extensive experience negotiating federal government contracts, drafting cost proposals, and developing the internal infrastructure a Small Business needs to make the successful transition to become a competitive Large Business. Matt has worked with a significant number of Civilian, Defense, and Intel Community federal government agencies. In addition to acting as an instructor for this NES, Matt has served as a Member of the Board of Directors for NCMA, Tysons Chapter.
